Building Calgary's Future
A generational plan for a city of two million
2027–2030 municipal budget recommendations.
What does it take to build a city of two million?
As Calgary approaches two million residents, incremental change will not be sufficient to address rising cost pressures, public safety concerns, and infrastructure gaps. Reliable infrastructure, safe communities, efficient municipal processes, and a competitive tax regime are essential because when businesses succeed, they broaden the tax base and support the public services that benefit all Calgarians. Informed by surveys, roundtables, and meetings across all sectors, the Calgary Chamber recommends focusing investments and policy actions on five priority areas: revenue, infrastructure, safety, competitiveness, and vibrancy. Fostering an entrepreneurial, business-friendly culture that operates with efficiency and predictability will capitalize on our greatest competitive advantages and protect long-term fiscal resilience.
